More than 7,000 people died in an Iranian crackdown on mass protests in January, the same month Iranian warships joined naval exercises off the coast of Cape Town, South Africa. The inclusion of the vessels occurred against the direct instructions of South African President Cyril Ramaphosa. His office announced on Tuesday that a report investigating the decision has been finalized.

Ramaphosa received the document on Tuesday, though his office stated it will remain confidential during his review. He commissioned the inquiry in February after observing a failure to follow his specific instruction that Iranian ships, which had already traveled to South Africa for planned exercises, should not take part in the actual drills.

The investigation was led by a retired judge to ensure independence. Ramaphosa ordered that the findings be reported directly to him rather than to the Defense Ministry. The probe examined whether high-ranking members of the South African armed forces or officials within the Defense Ministry ignored his directive.

The drills were organized under the BRICS bloc, a group that includes China, Russia, and Iran. The United States has viewed the expansion of BRICS as a geopolitical and economic challenge to American influence. Iran joined the bloc in 2024, bringing the total membership to 11 countries. The timing of the exercises coincided with heightened tensions between the United States and Iran.

U.S. President Donald Trump has cited South Africa's diplomatic relations with Iran as evidence of an anti-American foreign policy. The U.S. administration has accused Africa's largest economy of aligning too closely with rival powers. Ramaphosa's initial instruction to exclude Iran was an attempt to mitigate diplomatic fallout with Washington.

The United States and Israel launched military strikes against Iran one month after the January naval drills began the war. The inclusion of Iranian warships in the weeklong exercises off Cape Town drew harsh criticism from U.S. officials who argued the participation contradicted the stated diplomatic posture of the two nations.

Ramaphosa's office confirmed the report's completion without detailing its specific recommendations. The president has not yet indicated when he will release a public summary or announce any personnel changes within the Defense Ministry or the armed forces based on the findings.
