Pennsylvania House Speaker Joanna McClinton identified raising the state minimum wage and increasing housing funding as primary legislative goals during a discussion on Monday. She presented these affordability measures as central to her current policy agenda. The remarks came during an event held at the University of Pennsylvania on Oct. 26.

The session was jointly hosted by Penn Democrats and the Andrea Mitchell Center for the Study of Democracy. McClinton used the platform to detail her legislative priorities and answer questions from the audience regarding her experience in public office.

McClinton’s path to the speakership began in the legal sector. She interned with the Philadelphia District Attorney’s Office and the Defender Association of Philadelphia while attending law school. She then spent seven years working as a public defender. Before entering the state House, she served as chief counsel to state Sen. Anthony Hardy Williams. She won a special election to the Pennsylvania House in 2015.

During the question and answer period, McClinton explained how her time in the legal profession shaped her representation of constituents. She stated that working with clients from diverse backgrounds instilled a sense of responsibility and compassion. She noted that these early interactions helped her start engagements with respect and humility.

Student attendees reacted to McClinton’s narrative of service preceding leadership. Long Huy Jiang, a first-year student, said he was struck by her account of how she focused on district work before assuming higher office. He cited her view on conflict as a key takeaway from the conversation. He said the talk changed his perspective on collaborating with people who hold different views.

Aidan Carroll, the president of Penn Democrats, highlighted the specific policy agenda McClinton discussed. He listed efforts to raise the minimum wage, legalize marijuana, and fully fund public transportation as key topics of interest for the student group.

McClinton also described the logistical demands of her role. She told the audience that her day began with a press conference involving a local police department. She attended a funeral service before the event. Her schedule continued after the discussion with a fundraiser and a Philadelphia Eagles watch party. She summarized the experience as a joy and an honor to defend democracy.
